The objective of the Electronic Management of Immunisation Data support (EMID) project is to  support the National Primary Health Care Development Agency (NPHCDA) to optimise the functionality of the Electronic Management of Immunisation Data (EMID) system.

eHA's role

The project will run from April 2022 - March 2023. Within this time,  the team is expected to complete the following deliverables:

  • To conduct requirement elicitation exercise and develop a report on optimal functionality requirements for the Nigerian EMID

  • Propose and improve Architectural design for the EMID system and  develop a  detailed report highlighting the  baseline architecture, target architecture, and gap analysis

  • Review the functionality, capability, and utilization of the different information systems, including the interoperability capacity with other relevant systems, including the country’s HMIS (DHIS2) and LMIS

  • Solution sign-off of the optimized EMID system including the EMID mobile application, pub reg tool, a validation tool, verification system- trusted travel, Lata travel pass, common pass)  

  • Design a clear governance and reporting structure that will ensure efficient management of the EMID

  • Develop a costed 12-month roadmap for the scale-up of the EMID for COVID-19 use, nationwide.

  • Develop a costed yearly general maintenance roadmap.

  • Provide technical assistance and project management support throughout the deployment of using EMID for COVID-19 Vaccines

  • Capacity building, knowledge transfer, hand-holding sessions, and development of a sustainability plan.

  • Set up a Help desk Support System (Off-the-shelf solutions)

  • Effective Hand-over of the optimized IT service, help desk support service system, and optimized EMID system  to the NPHCDA

Impact
  • EMID optimal functionality requirements assessment completed in May

  • Physical assessment conducted at the NPHCDA HQ in Abuja 

  • Virtual assessment conducted across the 36 states including FCT

  • Physical state level assessment in six selected states across 6 zones in Nigeria. (see below)

    • Interviewed 59 EMID personnel (State, LGA, Recorders, and National key NPHCDA stakeholders  across across the  six selected states

  • Report on the architecture of the Nigeria EMID including baseline, architecture; target architecture, gap analysis submitted to Gavi in June 2022

  • Helpdesk support system physical infrastructure set up completed by end of September 2022

    • All NPHCDA helpdesk staff trained on ITIL and another standard service delivery courses

    • Effective transition and hand holding activities conducted with the NPHCDA IT team 

    • Upgraded Internet facility with better download and uploads speed rate (Downloads are 387%  faster from 32.46 to 125.71 Mbps, and Upload are 6 times faster (591%) from 27.85 to 223.76 Mbps 

    • Set up toll free line for responding to COVID 19 vaccination queries for both officials and the generaal public

    • Physical and infrastructural upgrade of the NPHCDA ICT unit

  • 100% completion restructuring of the existing EMID application

    • Address challenges with the server and DHIS 2 integration

    • Address frequent challenges with the use of the existing mobile application and system

  • Develop an optimal functioning EMID mobile application

    • Live detection capacity
